Full Disclosure:
1. The owner of this jacket is my mother.
2. My mother is not a mountains climber.
3. She does not go all over valleys.
4. She has never been to the tyrolean mountains.
5. Even if she was a tyrolean mountains climber, I'm doubtful as to whether she'd be considered a "very special" one.
Conclusion:
My mother is not qualified to wear this jacket.

I believe that those 'chopsticks' are skis and/or a pair of trekking poles- in keeping with the mountaineering. Furthermore, the figure (a mountaineer most likely) appears to be wearing a traditional 'windbluse', a type of anorak that mountaineers used before synthetic windproof/waterproof materials became available.
I can smell the dense morning perfume already, yeuch.
